A Change for HIV-Positive Individuals on Medicaid

New York State is mandating that most HIV-positive Medicaid beneficiaries move into a managed care plan – a positive outcome for people living with AIDS. Erie County and other larger counties have contracted with New York Medicaid Choice to handle the transition. Niagara County, like most other smaller counties, depends on our County Social Services Department to handle this. You can learn more about the new process by following the above link.


HIV/AIDS Is a Crisis for African-Americans

New HIV diagnoses are 15 times higher for black women than for white women, and more than 6 times higher for black men than for white men. Women and Girls Face Special Vulnerability

Female physiology leaves women twice as likely as men to acquire HIV through heterosexual sex. About a third of Western New Yorkers living with HIV/AIDS are women – a bigger proportion than the national average. And the vast majority of them acquired the virus through heterosexual activity. Gay Men Are At High Risk

Less than one-half of 1% of Americans carry the HIV virus, but about 12% of men who have sex with men do. 30 Years of the AIDS Epidemic

Sometime in the 1930s a form of simian immundodeficiency virus jumped to humans in central Africa. For nearly 50 years, HIV pretty much escaped attention of the industrialized West. Then in the summer of 1981, the Centers for Disease Control reports clusters of Kaposi's sarcoma and Pneumocystis pneumonia among gay men in California and New York City. 30 Years of AIDS in Niagara County

In the 3 decades of the HIV/AIDS epidemic, 1.7 million Americans have contracted the virus, including more than 2,700 Western New Yorkers and at least 265 people in Niagara County. Despite widespread efforts to prevent the virus from spreading, there are always new victims. HIV/AIDS Is a Protected Disability

People living with HIV/AIDS are covered by the Americans with Disabilities Act. That means they have federal civil rights protections in public accommodations, employment, and state and local government services. ADAP Glossary: Definitions and Acronyms from the National Alliance of State & Territorial AIDS Directors (NASTAD)

The AIDS Drug Assistance Program (ADAP) provides financial assistance to obtain health care and medications for qualified people living with HIV / AIDS. The program uses special terms which may not be familiar to a general audience which are defined in this document. For individuals in Niagara and Erie Counties, more information about this program can be found in the "Pathways to Care" and "ADAP Plus Brochure" documents above.
